The Department for Transport predicts that by 2010 congestion in Great Britain could cost the economy up to £12 billion a year due to slower and more unreliable journeys. Making everyone pay tolls could be the answer.

The figures speak for themselves. So we made sure their voice could be heard, giving the report a consistent style and sweeping away a few awkward phrases that had crept in as it did the rounds.
